Toilet question on 62 Globetrotter

Hi. Just getting to the toilet on my 62GT. It's the original toilet. My question is that the toilet does not have a fill shut off. I have to use the manual shut off valve next to the toilet. Is that what the valve is intended for - to manually fill the toilet then close the valve, or should the toilet fill shut off another way?
