Two midi controllers with same name, different cc's

I bought two Actition usb midi controllers and the builder was kind enough to make the cc's different on both of them. Mobius recognizes them in midi setup but will only respond to one at a time (I have to unplug one to get Mobius to respond to the other).

Live will respond to both of them.

They are both named Actition in midi setup. Is this the reason Mobius only responds to one of them?
