GFI breaker tripping

All of a sudden, the GFI breaker for the galley and bathroom started tripping, and will not reset, with nothing plugged into outlets. There is no continuity from hot to ground that I can detect. I'm thinking bad breaker. Any other thoughts out there? Anyone else have GFIs go bad?
